An honest citizen finds it difficult to go manage even the very simple requirements in life. Demanding bribe has become a routine and if you do not submit to it you will be marked and harassed by the babu. It is a different matter with some one who wants to get out the way things done through use of money. Probably this group is responsible for the growth of corruption.
